Okay, so i will be moving in ~1 month, and will have to get a new wifi adapter. Ethernet may or may not be an option where i move to, but i would like to have wifi for when i go places with my pc. Ive heard that a pci or pcie card is faster and more reliable than a usb card, but is that true? and if so, why? my budget is $15-$20.

PCI and PCIe should give you good speeds and in my own opinion is more reliable than USB where you can easily knock it off or kick it on accident.
If you do choose PCI, you have +1 USB available. I would go for
PCI: http://www.amazon.com/TP-LINK-TL-WN751ND-Wireless-Adapt...
PCIe: http://www.amazon.com/TP-LINK-TL-WN881ND-Wireless-Expre...
PCIe that I suggested is in budget, and will give you 300MB/s Decent.
Make sure that you have PCIe x1 and make sure that nothing is blocking the port.

It seems fine. As long as you don't have speeds over 300/300 you'll be good.
