290X Game stuttering, for example Ghost, Skyrim, etc.

My frames seem to stay stable at 100 when I'm not looking around, but when I start looking around they drop to 20 FPS and jump back up to 100 when I stop looking around. I noticed the core clock stays stable at 1040, 1030, and 1000mhz when not looking around, but when I start looking around the clock drops to 500Mhz and 300Mhz. Does anyone else have this problem? Or is it a factory issue and I need to RMA? I am using the MSI Twin Frozr R9 290X GPU.

Going to copy+paste another post of mine.

If you dont already have it,get MSI Afterburner

Disclaimer: do not use numeric values shown in screenshots,tailor your clocks for your card.

Use the sliders to set your stock clocks which should be 1000 core 1250 memory(reference 290x),click apply then select save then click Profile 1.
Next drop all the sliders to the minimum value,apply then save to profile 2.
Then go into "Settings" and find the "Profiles" Tab in the top right and save your 2d and 3d clocks to the appropriate profiles, like so.

then bypass PowerPlay (source of your woes)

Your old 2d clocks were most likely 300 core 150 Memory,now the lowest they'll go is half the default values.

Newest beta drivers, MSI 14.4 drivers, as well as some old catalyst drivers. Tried them all, doesn't work for games like Skyrim, Ghost, and sometimes TF2. The temps are rather normal at full load at about 80C, but the core clock never stays at 1040mhz so it never really gets that hot.

Just got a blue screen of death, says some hardware issues, didn't specify, but I have a feeling it was the 290X. After trading in the 6+2+6 pin power connectors for a 8+6 pin it still does the same stuttering regardless. I trhink it needs to be RMA'd, I'll have to contact MSI tommorow and perhaps they might know.

But atleast this way your full Core Clock(and potentially more!) will be used in games 100% of the time.
This should solve all of your performance problems. :)

After you apply those settings and give a full system restart,you should be good to go.
EDIT: Dont RMA,its just PowerPlay messing with your clocks.

EDIT #2: this should be more prevalent information,im not sure how many times ive wrote this out the last few months.

Nevermind, IO updated to the beta versions of MSI Afterburner, and it works now! Thank you so much I've been spending days trying to fix it <.<
