How to Make Full Screen Programs Always on Top

Hi, I've been enjoying gaming on the computer for quite some years now and this problem has always bugged me. Is there any way to prevent other programs from tabbing you out of full screen mode? Right now, the main culprit is Skype, but I really prefer a definitive solution to the problem. Basically, is there any way to force a program to remain full screen/on top regardless of what other programs are requesting in the background?

I've only ever done this for WMPC-HC (the K-Lite video player) as it has a setting for that. As for games, I've been kicked out maybe 5 times in several years.

*I've never used these other programs. I don't know if they'd work with games, and if they did you might have to start the game in WINDOWED mode first to enable this feature (4Tray Minimizer).
