My 2x GTX 780 Sli only run between 40%-60% on EVERY GAME. HELP PLEASE!!

I built this gaming rig for about half a year now and i never noticed that my GPU's arent running at its fullest even at bench-marking (70%).

CPU is running at 100% and i unparked them all.

Arma 3: 1st GPU - 55-60%
2nd GPU - 45-50% even at low settings

Guildwars 2 @ low settings : 1st GPU - 50-60%
2nd GPU - 40-50% even at low settings..

even crossfire, combat arms, crysis 3, BF4, COD: ghosts, NFS rivals, they only run at 40%-60% rage....

Almost eveygame is like that 40%-60% rage INGAME.
I tried everything, Every single drive is up to date, i bought advanced system Optimizer, Driver Booster updater, kaspersky internet security, and even did a complete system clean up and update all the drivers and softwares again but nothing worked.

If anyone has suggestion, ill really appreciate it. Im loosing hope.

My system specs are:
MSi Z77 Mpower Bigbang Motherboard
i5 3570k @4.2GHZ i tried to overclock it to 4.5GHZ but i only see a little bit difference.
Corsair h50i water cooling.
2x GTX 780 on SLI. OC'd to 103%, 87c, +100mhz GPU, +200mhz Mem with Evga Precision.
XFX 850w 80+ Gold PSU.
16gb 4x4 Kingston HyperX beast RAM
120GB Kingston Hyperx
8tb 4x2 Hitachi HDD
Zalman 11 Mid tower case

Im thinking maybe its because of a bottleneck or not enough PSU..

Your issue is not a CPU or PSU problem likely.

1) Let's get the obvious one out of the way. You don't have VSYNC ON when you test capping the frame rate do you?

2) Have you tried benchmarking each card separately? (Metro or 3dMark for example)
a) Was the single card running close to 100%?
b) What was the performance scaling with two of them?

I can't think of an obvious reason though, so you should contact EVGA.

What frames are you getting and at what resolution? My first thought is that you aren't playing hard enough to set two 780s off. Otherwise if the CPU is at 100% then check for virus or heat issues.

i see you have a antivirus, that never helps a pc run well. and most games are limited by cpu speed.
sli is almost a beta for you hardware, not much help in overall games.
and look for any fps cap or v-sync and remove them. use aa to stress only gpu's, note the gpu temps while at 50% load after a 5min
