Why is nfs rivals lagging too much on my pc?

My specs are
cpu - dual core e5700 3 ghz
mobo - asus p5g41t-mlx
ram - gskill ripjaws x 4gb ddr3 1333(2 x 2gb)
gpu - radeon hd 6670 2gb ddr3 (sapphire)
hdd - wd green 1tb
psu - 400W
monitor - dell e1912h (1366 x 768)
windows 7 ultimate 32 bit
I know that the specs are very low for current generation gaming.
The only problem was with the nfs rivals game, i was able to play most of the latest games(tomb raider, ac4, injustice, nfs mw2, amazing spiderman 2,batman arkham,metal gear rising revengeance, etc) on med - high quality with 4x aa, shadows low.
And i could max out pretty much any game released in 2010 and older.
I only had problems with nfs rivals, it was auto configured to be on high preset, and i went ahead to play it, and it had way too much lag, and game speed was crippled most of the time, making it unplayable. I usually don't care much about 20 or 25 fps, but this is too much. Then i tried it in the lowest settings, it became somewhat faster, but still the speed crippled sometimes and did lag. I don't care much about losing fps, but the game speed being cut to half is too much. I hadn't encountered this in any game before( i have played most of the latest games, except fps games)
Until now i thought this game was too much for my pc to handle, until i checked its system requirements on its website.
And my specs were much higher than the minimum requirements.
cpu - core 2 duo 2.4 ghz, my 3 ghz dual core should be a lot faster than that.
ram - 4gb, have it.
online connection - 512 kbps, i have 4mbps unlimited.
and finally the gpu, which i thought was the limiting factor.
I know that the hd 6670 is a weak gpu, but i am sure that it is much much faster than the intel hd 4000, which is the minimum requirement for the game.
What do you think is the problem?
The other games are working fine, and i did update the drivers.




 
Lagging, as opposed to low fps, is from - monitor response time. mouse/keyboard response time, internet speed
Your internet speed is OK and monitor response time so-so (5ms)
You won't get great fps with that cpu and gpu in 1080p but 768p should be OK. Being limited by 4gb ram isn't helping either. Are you playing on min detail?

The game automatically picked high detail the first time i played, and it lagged way too much. After that, i reduced it to the lowest settings possible at 768p, and the lagging still continued. The game is literally running at half the speed most of the time, even on low detail.

I believe the fps cap is at 30 fps. That doesn't apply since my pc isn't powerful enough to reach 30 fps anyway

Sir, you don't understand. I said 30 fps is more than enough, and i can live with 20 fps, its just that my pc can't handle anywhere near 30 fps, let alone 60.
Even if it is 20 fps, i don't care. I just need to play it without the game running at half the speed, which is too much to play it, and i hadn't encountered this problem in any other game i played(which is a lot). I can't afford an upgrade right now. The thing is that, my system has more specs than the minimum requirements, which should mean i can atleast play it on 720p low without lag and half speed(whatever you call it), but i can't.
If intel hd 4000 can run it, then why can't my gpu do so, when it is atleast twice as powerful.
