The first one is better, but if you built it, you could one which is 10x better than both.

or build it and buy the OS (shock horror).
OP neither is great, the 640 in the avatar is poor, the A4 in the other one is weak as a CPU and a GPU. The top end APU (A10) would probably have a better igpu than the 640.

You would need the Case, Motherboard, RAM, CPU, Graphics card, power supply, internal hard drive, DVD drive (optional) And lastly CPU fan (also optional) but recommended.

After that you need to learn to put the parts together which you can watch tutorials on youtube, etc. Have fun with your new PC!
