with regards to 'after shipping' if you buy from one place, you only get one shipping charge, that might help with the budget. You might pay £1 extra for some items, but you'll save more on the shipping, and a big point is that if there are issues and it could be one of two components, if they are both from the same source say PSU and MOBO then sending them both back and letting them sort it is much easier.

could you bump to a 750ti, I'd say generally faster. http://www.anandtech.com/bench/product/1044?vs=1130

Many places will not allow shipping to a different address, sometimes for the first few orders, he might need to phone it in, again a single shop would be better to deal with from that point of view.
