what is the best budget pc build for a games designer?

hello fellow gladiators of the 73rd parrallel universe I was wondering if you all might have a great budget pc build for games design.

a friend of mine is looking to build a pc for his games design and development course at uni. but only has limited money to use.

His budget is $1000

Applications commonly used right now:
- Unreal 4
-Gamemaker 8.1/studio
-Adobe Photoshop
-Adobe flash proffessional

and he would also like to play his favourite xbox one game battlefield 4.
