Hello,
I am building a pc for someone and am having an issue i've never seen before. It is starting to annoy me :
It has gone through a lot of different problems but right now all it does when i start it is powering all the fans that start spinning at max power (so i guess the motherboard and the Bios aren't really launching ?) and no signal on screen.

I had it working for a while before it went in this state, i plugged only one ram bar on the first slot and launched the computer. the "MEMOK" red led on the motherboard lighted up for a second then the motherboard's speaker beeped once as it is supposed to do and the pc booted on the windows installation DvD with the keyboard and the mouse working. I could install windows and the motherboards drivers but when the pc rebooted to install the last drivers it didn't boot anymore and there was no signal anymore as mentioned above.

i swapped the ram around a thousand times, tried both the 4GB bars in each slot but still no luck.

All i can tell is that all the ATX pins are plugged well, the cpu is warm and working, the graphics card worked that one time where i manganed to launch the pc.
The only thing i can tell i couldn't do "perfectly" is that the motherboard is attached to the case without the small standoffs ( http://www.cybergooch.com/tutorials/images/buildsystem/IMG_6805.jpg ) (cause there was no standoffs in the motherboard's accessories) so it is just screwed to the holes that are sligthly higher than the case's back plate. Also the motherboard is a mATX while the case is an ATX.

Thanks a lot for taking the time to read ! ^^
i really need help here because i can't seem to find the issue and it is taking all my time.

CONFIG :

CPU : IntelCore i7 2600 3.4Ghz
GPU : ASUS Radeon R9 270X
MOBO : ASUS P8Q77-M mATX
RAM : i have no idea.... my client took it from his old HP pc. but i can tell that it is 2x 4G DDR3 at 1333.
PSU: Corsair RM750 80PLUS Gold

That's pretty much it ^^ (i know... i wouldn't have choosed those pieces together but HEY ! , people do what they want with their money !)

Solution
If the bits that the board is screwed to are higher than the rear panel, that's fine and they're built in. Check that it fits the IO shield properly; if so the standoffs are fine.

Oh okay, ... so the standoffs can actually cause troubles.... i will try buying some and installing the mobo with them (eventhough i did try to launch it out of the case and it had the same issue) Thanks ^^ (all the others "fixes" have already been done i just couldn't do this one cause the guy didn't give me any standoffs.)

I Rechecked : the Corsair Carbide 300r is thought to be mounted without standoffs... but the fact that it worked and didn't work randomly makes me thing that a short COULD be the actual issue...

Yep, I took a closer look and that case doesn't use standoffs, they raised the mounting holes so standoffs are not needed. Have you tried removing the video card and using the omboard?
