New build, out of the loop on CPUs

I'm in the midst of researching for a new build and have a lot of questions. I haven't followed the tech as closely as I'd like to have for a few years.

My decision to build now or wait will be based on the new tech coming out and when it's coming out. I want to put together a higher end gaming rig and am worried about buying too soon and missing out on big performance gains.

The current Haswell i7 chips, the 4770 and 4790 right? Will the new chips coming out this year be much of an increase in performance there? One big thing that I'm hearing "wait for this to come out" for is Intel's 8 core chip. Now going from a current i7 to that 8 core chip, with a new board and DDR4 RAM will be a significant gain in performance but at what cost? Won't that chip be around $1000 when it comes out? What I don't want to happen is sink a couple of grand into a new system and then 2 months later it be significantly behind in performance. I understand that's the way of the tech world but I want to avoid losing out on a huge gain.

Essentially my question is, should I wait? For how long, and how much of a performance gain will be available in what amount of time? I'm still running an 775 socket system and am eager to upgrade, but don't want to miss out on huge gains in performance.

Haswell have just released there haswell refresh CPU's, more detail here: http://extremespec.net/20-haswell-refresh-processors-line/
They are just only better than the current sets of haswell CPU's, they have a slightly higher clock speed and higher turbo speed.
Its not guaranteed but the Intel broadwell may be released but the date is unknown and its not guaranteed that it will come out this year, any specs on it haven't been released yet.
I honestly cant say how much better they will be but I would go for the Intel haswell 4th generation CPU's as the performance may look a lot better on benchmarks and charts, but in the real life you wont see that much of a difference in game play anyway.
