So, my current pc build (from 3 years ago) is as follows:
CPU: Phenom II X4 955 Black GPU: Radeon HD 5570 RAM: 8gb Hard Drive: 1 TB
I was trying to build a pc for under $500, so I know the hardware isn't the best. The one game I am really looking forward to is Watchdogs, and based on my specs, my pc just meets the min. requirements for it. I have been able to play most recent games such as Skyrim,Bioshock Infinite, Witcher 2 on my pc on medium, but I am wondering whether I should just buy a ps4 instead , because it would cost the same or even less to upgrade my pc with a good graphics card and maybe even my cpu to play the newer games coming out. What do you all think?

Possibly... what model is your PSU?

Also yes the GTX 660 is still a very good performing card, although I think they are a bit high priced at the moment for that they are. You might as well go for the 760.

TBH, if you put a better graphics card in there you would have no problem. The Phenom 955 is still a decent processor even by todays standards. The 5570 is a pretty poor card though, I would say this is the source of your problems.

what card do you recommend? I would be willing to pay up to $150, but preferably something under $100.

I'd try and push the boat out for an R9 270... I think you can get one for close to $150 and it will outperform the 750ti. The 750ti is a great board power v's efficiency but for outright gaming performance v's price go with AMD at that price range.

I have a Phenom II 955, and it's really not that decent. When games use all 4 of its cores it's alright, but if something only uses 2 or 3 cores it doesn't keep above 40 fps very often. In fact, the most the Phenom II 955 can manage in The Witcher 2 is medium.
