i have reset the bios to defaults , now when i click start normally it just turns black then the same screen comes up and i dont know what to do so any help would be appreciated,

Reseat your RAM, power connectors, and graphics card (if you have one).

It is a lenovo mini cpu im not sure how to reset RAM, power connectors. Can u tell me how?

A mini desktop? Unscrew the case screws, find and unlatch the RAM, remove, replace and relatch, and then find the connectors from the power supply to the board and unlatch/replace/relatch them.

i did all that and it is still not working, my cd drive no longer boots when i hit f12 and the computer keeps restarting , when i hit start normally or in safe mode it just restarts.

I'm thinking your system would do either Win8 or Win7, so since you reset the BIOS, go in to the BIOS (specifically the boot settings) and change the boot setting to legacy only.
