I have a Dell Vostro 200 with a 300w PSU and an Intel e4600. I will upgrade my PSU if needed but I really would like to keep my current build. I want to use a GTX card for Nvidia Shield streaming. I want to play PlanetSide 2 with about 50 fps if possible at 1440p. This may sound unreasonable but I'm only 14 and money doesn't grow on trees.

Yes 3gb of vram like 780 or 4gb of vram like r9 290. For cpu you'll need at least 4 cores.

That's not possible. You would have to upgrade the whole thing because first of all:
I played planetside 2 on maximum and it used up almost 100% of my 8gb ram (unless you want lowest settings) on my 1080p.
It is also very CPU intense.
I have the GTX 770 and I think it ran on like 40-50FPS.

Your PSU is still your weak link. It is more of a drawback that the CPU. Besides, both CPUs are dual cores. Not much improvement there. W/o a faster PC you can forget gaming at 1440p. You need a modern CPU, big PSU, and fast gfx card.
