Breadboarding CPU and HSF

Hi there, I am currently building my first desktop.

First, I installed everything and got it to boot but then it turned off in a couple of seconds. It kept turning on and off itself for a long time.

Then, I tried to follow jsc's breadboarding guide:

I don't have a case speaker (yet, I just ordered it). However, with the CPU, HSF and PSU installed, the same thing happens (i.e. boot, shut off, boot itselft).

Motherboard: GA-Z87X-UD7 TH
CPU: Intel Core i7-4770K
PSU: Seasonic SS-660XP2

It currently looks like this:

I just took the HSF out, does it look ok?:

Ya sorry been a while since I've done that. Anyway you definitely need to clean the heatsink and processor and repaste now. The stuff is one time use so once you use it and and separate the two surfaces it is on you must replace.

The other thing is you can't really check the beeps without that mobo speaker but a bootloop on a new board is a bad mobo 80% of the time. If you have another PSU from a different PC we can rule that out real quick.
