world of warcraft low fps?

so i've recently rebrought my world of warcraft membership, and my fps has just been slow? i've lowered the graphics settings, adjusted my graphic card settings i've closed down programs that i haven't been using, i've reinstalled outdated addons, i've done most things i can think of but my fps just wont stay above 60? it usually drops but highers from 10-120 pretty much all the time.
does anyone have any suggestions?

edit: last time i played wow (apart from today) was in December, i haven't really modified much (maybe power plan settings a little bit)
i've cleaned up my hard drive but when i go to disk defrag it gets stuck on pass 1 12%.

could people recommend a full graphics settings, power plan settings, and whatnot.

or could this just be something to do with my laptop, and me needing to clean it out /get a cooler or something, my laptop has been a little hot recently.

edit: on games like mirrors edge also, my fps seems to drop by alot and my laptop gets really hot when playing, is there any way of me safely cleaning my laptop of dust ect without opening it up?
 
Solution
Step 1: set your laptop on a cool, flat surface so it doesn't overheat. this is the main cause of laptop fps lag
Step 2: turn multisampling down
Step 3: turn water reflections down to lowest possible
Step 4: turn off any unwanted background programs (lower-right of your taskbar on your desktop)

Well did you update all of your drivers? Also i cleaned my laptop without opening up with compresor and i broke my fan :D So you just have to open it up take the fan out and paste it back again / i know it sounds simple, but it isnot. Write in google how to do it and write your laptop model and you probably will see soemone who did it easily./ Did you try to play with turned the power on and without it? I can play LoL on my laptop with 80 fps on ultra without the power and when i plug it in its around 8 - 9 FPS. I have no idea why and thats one of the reasons why i hate laptops.
