hrllo me and my friend are making alot of money off some apps we put on the app store and wanted to make actual games for pc and platformers in a step of moving forward. but our pc's are little laptops that barely do anything now.

Long story short, we need a pc that can run unreal 4 at its best.
my budget is $2500
friends budget: $1000
total: $3500 for two computers

And if anyone has some spare time a explaination of what parts we need would be good :) thank you all

This is about as good as it gets. 600+ below your budget.
The i7 4770k is a very popular CPU.
The Hyper Evo will keep it nice and cool. Also quiet.
Extreme4 is a nice, decent feature packed board.
16gigabytes of ram will be sure to run any programs you may use.
The SSD will be for your OS and some of your most used games/programs. The HDDs are for large storage of pictures, documents, etc.
R9 290X is one of the best GPUs out there. Great all around performance.
CM Storm Scout 2 Advance has a nice handle for portability, great case design, and looks good (in my opinion).
850w PSU will keep you covered now and for future upgrades.
Optical drive with DVD read/write. Not much to say.
Windows 8.1 is the most recent version of Windows.
The extra fan should be added to the top of the Scout 2 advance pushing air out. This is for optimal airflow.

I'll get to work on the $1000 one now.

You will need a CPU, Motherboard, GPU, PSU, RAM, Case, Storage (HDDs and SSDs), and a OS.
Peripherals- Keyboard, Mouse, audio of some sort (headset, speakers), and a monitor.

This is the $1000 build.

Everything is pretty much slightly-slower, slightly less feature-packed. The CPU is the same though, so performance won't be to big of a difference. Also the GPU is still a AMD 200 series card. 8gigs of Ram this time. This should be enough for whatever you may do, but not as future proof. Decent storage. Windows 8.1. 500w PSU is great for this rig, but may not be enough for future upgrades.
