No, the 290X is extremely fast and I wouldn't see the two 7950s coming CLOSE to the performance of two 290Xs. Quick side not, I would go with MSI versions of the cards as they have much better cooling and look much more sleeker.

The 7950s will meet or exceed the 290x performance, however I would always take a single more powerful card over SLI or crossfire. So I'd say 290x, I was in the same boat and ended up selling my 7950 back in december for 350$ usd I think, to get a 780, even though 7950s would outperform a single 780.

Would 650w be enough for the 290x? Or would I need to order a new psu aswell.

The 7990 beats out the 290x and thats 2 gimped 7970s, so 7950 crossfire will meet or beat the 290x surely. But running crossfire has a few downsides and those are not worth the bit of performance you get. So the 290x wins out here anyway, as far as your PSU, make sure its a quality one if you're gonna try to run a 290x on it.
