Bad video card?

About 2 years ago, I was having problems where my computer display would become scrambled with moving squiggly lines while I was using it. If I rebooted the computer, it was fine. I replaced the video card with an XFX Radeon HD 6770, thinking it may be the problem, but I continued to have problems though it seemed less frequently. More recently, over the past year or so, the display will become frozen with a vertically-oriented spectrum of colored lines (photo below).



Again, if I perform a hard reset it is fine. Unlike my original problem, this has never occurred while I was using the computer. Instead, it is when I approach the computer to use it. This has been becoming more frequent, occurring ever day or two recently. This afternoon, when I approached my computer, the screen was completely black and the monitor light was flashing green as if it did not have any signal input. I tried rebooting the computer, this time with no success. I tried a new monitor and a new cable, neither with any success. I'm not sure if the computer is fully booted - the case's power light illuminates for about 10 seconds after a reboot and then turns off. The green LED on the motherboard is illuminated and all the computer fans (case, PSU, CPU, GFX) are running. I'm tempted to replace the video card again, but am also wondering about the PSU since I continued to have some problems after I replaced the video card a few years ago. I'm hoping not to replace unnecessary parts. What would you guys try first?

Does your board have onboard video? It's worth running off that to rule out the video card.

Crossed my mind, but unfortunately no onboard video and no spare PSUs or GFX cards around to test.

OK, I've tried the following without success:

1. New PSU
2. New GPU
3. Different monitor
4. Different monitor cord
5. Removing the mobo battery to reset the CMOS

Nothing has helped. Does anyone else have any ideas? I think at this point I may just have to invest in a new mobo/CPU combo.
