pop in everywhere please help :(

Hello I've recently built a gaming rig with an I7 4770k, EVGA SC 780ti, 8gb g skill ripjaw 2133mhz ram, thermaltake SP-850M PSU and a gigabyte Z87X HD3 MOBO and I've come to notice that objects in games (mostly distant) will not be displayed for a few seconds, then suddenly pop in fully rendered. This is not a texture pop in, but rather a pop in of the object itself. It's present in almost every game in my library right now and completely destroys immersion as it's very distracting and noticeable. Sometimes I will run into a room in BF4 and see crates, fences and other things pop into existence. I've tried just about everything I can think of: clean GPU driver install, update bios and chipset drivers, reverted all overclocks to stock settings and reseated every component with no luck. Can anyone please help me figure out this baffling issue, as there seems to be very little actual information about it :??:
 
I'm no expert, but I thought the GAME itself was in complete control of this.

Some games have obvious pop-in but I don't know how to tell if you have an abnormal issue or not.

There might be some NETWORK component if this is only happening in Multi-player.

well the pixelated LOD in FC3 is part of the game's engine, but it shouldn't be anywhere near that close to you. Also, that's pretty much exactly what is happening to me. You know you're in trouble when the internet can't help :(

What hard drive are you using? The only thing in my computer that is from my old system (which had this issue) is the hard drive. I'm going to get a new hard drive and see if it fixes anything.

Some Toshiba 2tb 7200rpm. not sure about details, but I've exhausted every option. I'm about to RMA my PC piece by piece until I get it working...it might be worth noting that my bios is showing 12.96V on the 12V line, and 1.526 on RAM when I have it set to a default 1.5. Could this possibly be related to the power supply putting out too much for the hardware?

Nope, I can't really get the idea what are you experiencing from the "removed video" which you linked.

I advice trying to roll back to previous stable graphics drivers. If you suspect the Hard Drive is the issue you can always move the base game to a different HDD and run the game again. Does your issue happen only in BF4, or in other games too?
