PC power cycling repeatedly

I'm attempted to fix my parent's machine and encountering a problem I've never seen before. Apparently it was on yesterday when they had a brief power outage and when the power came back on the machine comes on for like 5 seconds and then powers down. And this repeats itself until the cord is pulled.

The inside was pretty dusty so I cleaned it out thoroughly today hoping for a simple fix, but that was not in the cards.

After rebuilding it I noticed something strange. It powered on, then off. Then on, then off. At this point I unplugged it before it could power on again. About the time it would've powered back up, I noticed the LEDs turn on for a split second.

I've gone through and removed various hardware (video card, sound, hard drive, etc.) trying to isolate the problem but it still cycles repeatedly - until I remove BOTH memory modules. With only 1 or both modules in, it cycles. If I remove both memory modules it stays powered on but will not POST or kick the monitor on.

I thought it could be the Power Supply, but given that it stays on that seems unlikely. It could be the CPU, the motherboard or the memory I suppose. I've inspected them for any obvious signs of damage from a power surge but didn't find anything. Perhaps I wouldn't.

I did have two older memory modules that were originally installed on the machine (I upgraded it) and attempted to boot it with those. The problem persisted.

I'd appreciate any advice. Thank you for your time.
