Your are provided cable TV, not internet. While it is possible to get TV and internet through the same cable, the cable provider would have to approve(and allow) any modem connected to their network, and they will bill someone.

No, that will not work. At all.
To use a Magic Jack, you must have internet service. You can't convert a TV coax signal into some sort of ethernet signal.
