best gpu for 60hz monitor

whats the best graphic card if youre using a 1920x1080p monitor with a refresh rate of 60Hz?

such that the gpu wouldnt be working faster than the monitor can output the information

should i use EVGA's 770?

770 is a good choice as would be a r9-280x; there is almost no game you shouldn't be able to hit 60fps with one of them in 1080p. depending on the game a 760 or r9-280 could be plenty enough too. Heck there are plenty of titles which you can max out at 1080p with as little as a r7-250x/gtx 650ti. Of course there are plenty of modern titles those two cards would only hit 60fps if you turned the settings down to medium or even lower.
