PC doesnt power on after power outage

After a power cut (something blew up in the power box thing) my pc turned off and when the power was back the pc doesnt start. Ive tried:
Removing the cables from the psu
Plugging the psu cable in differrent places and replacing the cable
I've tried the paperclip test on the psu it makes a sound and if i move it it just makes sounds like the fans starting up.
Removing the CMOS battery.
I'm not quite sure how to get the ''beep'' from the motherboard to appear but I've tried holding the power button and i hear nothing.
My specs: gigabyte GA-78LMT-S2P motherboard
2gb and 4 gb ram sticks
Graphics card: Amd radeon hd 6670 gigabyte edition
CPU: Amd athlon 2 640 4 core (i think).

Is the power box thing you refer to the component the electricity from the wall goes into?. That's the power supply.
Give your old power supply unit (PSU) the sniff test. Smell burnt components? Definitely replace it. Don't smell anything? Replace it anyway and hope nothing else in the computer was taken out.

The power box thing is where the electricity cables are @ for the whole house. And the PSU doesnt smell like its burnt its some cheap forton fsp350 50gmn. I think the motherboard might be dead
