I have a Compaq CQ 5604F PC which contains a 250W standard power supply. I want to add a graphics card with 2 output capability but most require a larger power supply. Is there a decent grahics card with 2 outputs that has lower power needs or must I replace the p/s as well??

As long as you are not expecting to game across dual monitors or at high setting then a gt640 would suit you and doesn't use any external power. Evga even makes one with dual dvi ports but most are vga/dvi setups.
There's also a few bus powered AMD 7750's but they are getting scarce.
I have the same pc for my grandkids to play on and I've installed a x720 Phenom2 triple core processor and an ATi 5670 GPU which uses even more power then the gt640 does and its been running just fine off the factory PSU for about 4 years now.
