Having trouble with my new build - Tries to power on, goes off, then comes back on only half powered

Recently put together a new computer build:

•i7 4770k
•ASRock Z87M Extreme4
•2 x EVGA GTX 760 SC
•Samung 840 EVO 250GB
•4 x 2GB Kingston RAM
•Corsair HX850 PSU
•Corsair H110 Cooler
•Corsair 350D Case

Some of the parts I already had, some I didn't. Got everything put in this morning and then ran into trouble. I press the power button and it starts to power up for a second or so, then shuts off. After about 2-3 seconds it turns on again but not to full power. It then stays on like this. It powers CPU_FAN_1 and CPU_FAN_2 as well as PWR_FAN (which my corsair h110 is connected to, while the 2 radiator fans are attach to the CPU1/2 slots). However none of the other fans seem to power on (CHA_FAN 1/2, etc). The GPU fans were spinning but I don't believe to full power. I took the GPUs out to try and boot with the 4770k integrated graphics but same thing. I took the ram out and tried is stick by stick but still the same thing. Finally, tried using a spare PSU to power on and the same thing still happened. Is it probably the mobo? (It's brand new, bought it yesterday). Or could it possibly be that the Corsair H110 is not properly seated/powered on?

The PSU, RAM, and HDD were from a previous working build.

Just went through that whole list. I did all of it. I just disconnected the corsair HS to make sure there was contact and there was. Reapplied new thermal compound and reattached with the same issue. I'm going to try the stock cooler. Part of me thinks the mobo is not detecting the fan pump plugged into the PWM_fan header (although I did try plugging it into the CPU ones too) and thus won't boot. Idk though.

Yeah, it's probably a faulty motherboard...

There are no operating systems installed on any of your storage devices (SSD, HDD if you have one), right?

Nope, nothing installed. Just trying to get to the BIOS but can't.

Then it's probably the motherboard since everything else works.
