Random lag spikes in every game I play?

Okay, so when I go into a game on PC, my fps drops from like 90 to 20 for about 15 seconds, then about 1 minute later it does the same thing, and repeats that process...

I have no idea how this is being caused, but I'm pretty sure its not thermal throttling. Today I upgraded from the AMD FX 8320 Stock Cooler to the Hyper 212 Evo, and my PC is much cooler and quieter, however the lag spikes still occur.

-------------------------------------------------
PC Specs:

GPU: HD Radeon 7870 GHz Edition
CPU: AMD FX 8320 8 Core Processor Black Edition
PSU: Corsair 750W
RAM: 8GB DDR3
HDD: 500GB + 1TB
Motherboard: Biostar A960D+
CPU Cooler: Coolermaster Hyper 212 Evo
OS: Windows 8.1 Pro 64 Bit

This has been happening for a while now, but it started happening about 2/3 months after I installed my AMD FX 8320 processor.

I can't find any solutions to this anywhere, so I don't know what to do.

Anyone have any ideas?
