Okay, so when I go into a game on PC, my fps drops from like 90 to 20 for about 15 seconds, then about 1 minute later it does the same thing, and repeats that process...
I have no idea how this is being caused, but I'm pretty sure its not thermal throttling. Today I upgraded from the AMD FX 8320 Stock Cooler to the Hyper 212 Evo, and my PC is much cooler and quieter, however the lag spikes still occur.

OS: Windows 8.1 Pro 64 Bit
