The stock heatsink is way to load. I want something quiet that can provided good cooling. Top budget is around $100. Water cooled or Air cooled? Don't know. Also I most likely won't be overclocking in the near future. I am currently open to all suggestions and I have a mid sized case

Best CPU cooler for the money is hands down Cooler Master's Hyper 212 Evo.

Closed loop coolers are great, I have one, but is it better than the 212 I had before? Maybe, but I definitely didn't justify 3x the cost.

I have bought that one also, I don't think it was better than the 212, and it is twice as big.

It's the best for it's price range, I will agree there. But no Noctua? I'm definitely getting a closed loop for my AMD rig, especially since my new case (Fractal Design Define R4) has the mounts for one.

What I am trying to get at is the idea of diminishing returns. You can buy a better cooler, no doubt, but do you really benefit from a better cooler? If you want to spend $100 you can get an H100i, which is a nice cooler. I have seen it for $89.99.
