Do I have a crossfire issue?

Hi all,
I think I may have an issue with my newly installed crossfire of x2 amd 7950s , if anyone could help me out in resolving/ giving some insight on this, that would be awesome!

[The problem]:
So, currently I have a 'PowerColor HD7950 3GB GDDR5 BOOST STATE(V5)'

and I bought a HIS HD 7950 [http://www.hisdigital.com/un/product2-679.shtml] off a friend since he was upgrading to an R9 card, shouldn't be a problem you should be able to crossfire both of these cards. I got it installed, uninstalled the old drivers, and re-installed the latest ones. But everytime I open my web browser or a game, the HIS card sounds like it's 'booting up', the fan speeds up to max rpm for a few short seconds then quickly back to a normal speed. When I close the browser/game I can hear what sounds like the HIS card fan in my PC sound like it's stopping all together.. (i've checked with gpu-z and it is the card fan, looks like it powers off completely too) it could be that or it's just decreasing in rpm to save power...

I was wondering if this was normal or not... or is there a fix, Im really stumped as to what it could be...?
I also, looked in to ULPS, but I disabled it and it did nothing, help?

G.Skill Ripjaws F3-12800CL9D-8GBRL 8GB (2x4GB) DDR3
Gigabyte GA-970A-D3 Motherboard
HIS 7950 Fan 3GB GDDR5
PowerColor HD7950 3GB GDDR5

AMD's new drivers do that. They only activate the 2nd card when a 3D application is run (games, some internet displays). In 2D, the card was always idle anyway. This way it saves power and wear on the card by being off when not needed.
