$400 PC Everyday Use

I want a mATX or ITX PC for $400 not including OS that has a case with decent cooling and supports USB 3.0. I want this thing to last as long as possible and have as much power as possible for occasional picture editing. This will mostly be used for writing documents and watching youtube videos/surfing the web. Also, of there is a cheap prebuilt that would work, please let me know!

With a $400 budget, there isn't much room to be choosey :p

I personally don't like the prebuilt systems since most of the time it's just baiting people in with a nice amount of ram and a reputable CPU, while the rest of the components are bad; especially the PSU...

Edit: Charanjit1998's build looks good. I would personally opt for this PSU for $10 more, since you are under-budget anyways.
