Monitor randomly flickers?

I have a AMD Radeon R7 240 and I have two monitors. One connected with DVi and one with VGA. The monitor with VGA flickers, distorts.. ll this stuff. When things are moving horizontally, horizontal likes appear. DVI display is like normal. GPU speed is 1.1GHz (Core) and 1.6GHz (RAM)
It also happens when I'm scrolling on the DVI screen. If everything is still, nothing happens. Just when things are moving. Clock problem? GPU voltage is 1050 and power target is 0120.
Too low voltage on the GPU?
Too high something?

Windows 7 64bit
520W PSU
Intel Core 2 E8400 @ 3.00GHz Dual Core
AMD EyeFinity.
Can my card be broken?
What can cause this?
Note: This happens with really any clock speed. And it's just the VGA monitor.
Any help would be great.

Does it happen at stock speed too? Do you have another VGA cable that you can swap out? But it also happens on the DVI monitor though. I get some horizontal line distortion in certain games on my HD 7770 / r7 250x. I don't overclock so I can't help with that.

Yes. Stock speed too.
Even lower.
Even at the lowest clock speed.
Would this happen if I use DVI? I might be upgrading to a new one.
The other cable gives me a brown tinted screen. So really, I don't have a good cable.
The one that I have is fine..
I think the flickering has something to do with the clock speeds. Right now I have them set to 780 (Which is stock) and it's just horizontal chunks of pixels delayed. No lines. Just the clock.
I have it at 1.1GHz again and it's fine. Maybe after a heatup or after a while of playing?
