Boots over and over

The other day I was on my computer and there was a click or pop (but there was no smoke or smell) and now if i try to turn it on it will start booting load past dell (I use a dell Motherboard)
it turns off (as if it lost power) and trys to boot again. (it will do this contentiously forever unless I flip the power switch) I now I have been using an old CPU and I wonder if it could be the problem
 
1. Virus might have deleted/affected your system boot up files. You might need to format your PC (Windows Boot Disc is required).
2. You should insert the RAM Chip and Graphic Card firmly otherwise your system might not start. Remove and insert them again.
3. Clean the CPU regularly especially the cooler.

Everything seems to be fine but I know Im using an old CPU and it would appear that the computer turns off after a period of time because if I'm fast enoff I can get windows to start to boot
