HTPC plan, is this overkill?

Hi all,

This is my plan for my first HTPC build :

CPU : Intel i3 4130 Box (3.4Ghz, C3Mb, Haswell Series) Intel LGA 1150
MB : Gigabyte GA-H87N-WIFI intel Socket 1150
Memory : DDR3 PATRIOT PV3 4G 160 C0GN ( 1 x 4Gb ) Viper 3 Series (Green Heatspreader)
HD : WDC SATA III Blue 1 TB 64Mb 3.5Inch Int 3,5 Inch
Casing Mini-ITX : Cooler Master ELITE 130 Advanced No PSU
PSU : Seasonic 350W SS-350ES 80 Plus Bronze
Cooler Fan : NOCTUA NF-S12B FLX Premium Fan 12CM 1200RPM

The HTPC purpose are :
1. HD movies library and stream HD 1080p movies
2. Torrent downloader
3. Backup for photos & videos
4. Backup for CCTV recording
5. Occasional work stuff (i.e internet browsing, office documents, java/web development, etc)

Is the above spec overkill? My priorities are:
1. Price
2. Durability (in terms of long lasting hardware life)
3. Low Power

The setup costs over $500! so I'm considering AMD approach, or older CPU is also fine, or any other comments or suggestions to reduce the price (while still keeping the priorities) are very welcome. Thanks.

and here is what i came up with by the way you want to use 2 ram slots so i picked 2x2gb so it becomes dual channel and if you want i can adjust it further if you give me a specific price point. ALso do you plan to connect this htpc with ethernet cable or wifi?

paired with a Noctua NH-L9i you should have some of the most quiet htpc you can have expect going passive cooling.
i recommend dual ram chips and asus motherboard for best fan controll. running all fans at barely moving speed it should be inaudible.
