I am building a new pc. I have the fractal design define mini as my case and I am wondering if the coolermaster hyper 212 evo will be able to keep the i5 4570 at a good temperature.

Yes, it will. It is the best air cooling solution among gamers, is cheap as well! Remember that this cooler is a tower and is not small, make sure you have enough space in your case.

The stock cooler should keep it at a good temperature. Overheating isn't nearly as big of a problem on Intel CPUs, and it's even less of a problem since you won't be overclocking. The only other reason for switching to a new cooler is for noise.

If you are not overclocking it will be very cool, it depends of your ambient temperature as well as your case, but it has a big fan so it does it job really good. Around 60/70 max load. These chips can go as up to 100 so it will be really cool.
