MSI with OC Genie: how do I get back to stock (non-OC behavior)?

I recently installed MSI command center and clicked on the OC genie button. After that my CPU is always operating at 3400-3600MHz even when idle.

In the past it could go to as low as 800MHz and jump to 3600MHz during CPU intensive operations. I already uninstalled Command Center but it's still operating at top speeds. It's consuming so much power at 21-25W which pisses me off. I am tempted to reformat my entire system but I don't know if that will help.

Please any information would be very much appreciated.

Is there a setting like 'standard mode', 'reset' or 'default' or anything like that in OC Genie? If there is, try that.

None. I just reset UEFI settings it's still operating at maximum core speed. Might have to try clearing CMOS manually.

I have reset the BIOS to defaults by removing the battery but it's still operating at full capacity.

I found out that Windows Power Settings was the culprit. It was on High Performance. There is an advanced setting called Processor power management > Minimum processor state which was set to 100%. Under the Balanced preset the minimum is 5%. I have set this to 1% minimum and my core speed now drops down to 800 MHz with power down to 17W.
