I was wondering which I should pick? If you guys know all in one liquid cooling system around 35 to 40$ please tell me

At that price level go for the Hyper 212 EVO - it is a great heatsink (I have one).

Do NOT consider liquid cooling at that price point. You'll get a louder, weaker, and less reliable cooler if you go for water cooling vs air cooling.
