Are there still problems with the Radeon R9 290?

So I thought I'd make the leap over to pc gaming with next gen on the horizon, and build myself a gaming pc for the first time.

I went with an AMD build for the price/ performance ratio ( and to slightly futureproof, since both next gen consoles have 8 core cpus).

When it cames to graphics cards however, I did initially want an R9 290, but a quick google search brought up hundreds of issues people were having with them. Problems with the fan and cooling, heat output throttling the performance below what reviews show, extremely loud and noisy and lots of issues with games crashing to a black screen.

So, all I want to ask is, has a fix been found by the communtity, or released by AMD? Most of the posts describing these issues are at least 4 months old (that I found, anyway). Have the multitude of issues been fixed now? Am I better off just getting an NVIDIA if not?

(On a side note, here are the parts for my planned pc: http://uk.pcpartpicker.com/p/3NiLD
feel free to give any comments, criticisms etc. This is my first build so any help would be much appreciated).

Most of the driver problems have been fixed (the drivers are still bad, but they work) but everyone I know has had to either return or refund their fist card they bought. I bought 3 different 290s( 6 of each, all after market coolers) for building rigs. I needed to return 12/18 of them because of Black screens while gaming. I still have to return about 20% of the 290s I get. I cant stress enough to my customers that if they want a 290 in there rig, it might take longer since the cards have a high failure rate and I might need to reorder cards. I think out of tall the 770s and 780s i have had only 1 out of 70 fail.

I would not recommend getting a 290 if you cant RMA easily from the site (like ebay) the cards a re powerful but there seems to be no quality control. Also yes these card srun hot. I refuse to CF them for my clients in a mid case, Ill only do it in an ATX full.
