no signal on screen

hi,
ive been trying to help with a family members PC im not new to computers at all, ive taken them apart rebuilt them and diagnosed them. however this particular pc just wont give any output on screen.
ive replaced the motherboard and power supply, ive tested the graphics cards and they work, ram works. when i turn the machine on there are no sounds other than the fans going(cpu, gfx, psu and case fans). i have tried putting my own gfx card in and no luck just the same thing. would this mean that the CPU is dead? even though there are a lack of beeps which usually happen if something like that is wrong.
also its not the monitors as they are the ones im currently using.

Hi,

Most likely it's the motherboard that is dead.

A few questions:

How old is the computer?
What is the computer, what brand, what parts are in there?

But their are a few things to check out before to be sure.

1- test with a known working PSU
2- change the battery on the motherboard
3- check to see if capacitor are damage (on the motherboard)
4- if you try to boot without the memory do you get beeps?

its a brand new power supply 750w modular cosair CS750M, the motherboard is new its a MSI 970A-G43, currently the card in use is a gtx 650. i cant remember the CPU name but its an AM3 cpu in an AM3+ board from my understanding is compatible. no Beeps with or without RAM.

EDIT: i replaced an old power supply which i suspected to be the problem and even with the new psu the same problem.
