What will you be doing with this PC? You are heavily weighted toward CPU power vs. graphics, which may or may not be the best configuration, especially for games.
As-is, a good 450W PSU (e.g. a Rosewill Capstone) would indeed be sufficient.

the pc would mostly be for cpu power/performance since I rarely play games. i would however watch movies and do regular tasks. i would like the system to be top of the line no delay/lag, quick boot up, etc. I might play an occasional game here and there so the ability to play it with ease and medium/high graphics

If you want medium to high graphics, you'll probably need a more powerful card. A GTX750Ti would be a nice choice. It is a lot more powerful, but uses so little power it also adds insignificant heat to your case, keeping fan noise down.
I'd probably get a FX-8320. It costs somewhat less, and should overclock (if necessary or desired) to FX-8350 speeds. Your cooler should be nice and quiet.
Have you considered an Intel build? Especially since you don't plan to overclock, you may find the performance of a similarly-priced i5 (but on a less expensive, non-overclocking H87 or B85 board) will equal or exceed the FX, depending on how well-threaded your applications are. Also, the Intel CPU will use less power, again reducing heat and possibly fan noise.
