Possible dead cpu??

Hi everyone,even boot time posting on a forum so unsure but here goes-
A few weeks ago I took apart my pc and changed the heatsink to an old one that I had lying around, I put it back together correctly as before (with the new heatsink) and it booted, I got the booting logo on my monitor before everything shut off. I attempted to boot it again several times each time the time it took to power down shortened. I left it for 10 minutes and tried again and it lasted it's longest before shutting down. I then tried one more time and It wouldn't even boot at all. The motherboard lights come on, the sound card lights up, all of my fans and case turn on/light up and both the hard drives boot(can hear it) the only thing that doesn't turn in is my graphics card (fan doesn't spin. I am thinking that it is the cpu that is faulty because when I deliberately put in a cpu with an incorrect chipset my lcd screen (board diagnosis thingy) states that an incompatible cpu has been used. Thanks in advance

I have a Geforce gtx 260 gpu and have a Intel core2quad q9500 I forgot to reapply thermal paste, it did have some from before which was still wet if that makes any difference?

I gave up because it stopped even posting and the graphics fan wouldn't spin, I packed up and several days later tried again with thermal paste(like said) yet I, like previous, didn't even get any visual post and the graphics card fan didn't spin
