Can incorrectly assembling a computer lower FPS output?

So yesterday I put in a new motherboard and processor. I fired up ARMA 3 and got 40-45 FPS ultra. I feel like that is a little low on my end. So basically is it my computer that needs some help or can not assembling the computer correctly harbor this? I would think that it wouldn't even turn on if that was the case. Everything seems to work fine.

Intel Core i5-4690 Haswell 3.5GHz
MSI Z97-Gaming 5
1 x CORSAIR Enthusiast Series TX750M 750W ATX12V v2.31
1 x CORSAIR Vengeance 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
GTX 780

For the memory I had put the two of them in slots 2 and 4 which MSI says is their first. Sorry I am new to this and don't know where to start looking. Thanks.

well i ran arma and it worked but i just feel that the FPS is not at the level I expected.

I had an i5 2500K sandy and an msi mobo from 2011. cant remember it correctly right now. Thanks for taking the time to help me.

What hard drives? Seagate, WD Blue, SSD.....

Nope, that's just Arma 3. That's the avg, FPS almost everyone gets in that game. Depending on the gamemode you'll get 60 or 20-30.

What game mode did you play?

The most common way improper installation will result in low FPS is when the heatsink is not installed correctly. This will lead to higher temperatures and possibly throttling.

However, I don't think this is your problem. If you do have a problem, it's most likely software. Optimize the processes running on your computer, don't run something you don't need. You need every CPU cycle to go towards Arma 3. Also, check for malware, not likely with a newly reformatted system, but always a possibility.

Finally, make sure you have the latest drivers from Nvidia.

Now, I think your system is totally fine. You can try to improve FPS in Arma 3 by reducing draw distance and object draw distance. I've found 2000-3000 is the perfect balance between visuals and performance (1600 is often a serverside cap anyway, something to consider)

Additionally, determine if you are CPU or GPU bound. Set Sampling to 50% and see if you get a different FPS result.

There are also some launch options you can monkey with. I recommend something like this:

-cpuCount=4 -high -maxMem=8192 -noSplash

On a different note, please let us know your temperatures (post a screenshot?)
You can use something like HWMonitor to see temp readings.

Just a question that needed to be asked. I've seen someone (try to) reuse an old OS install from a different machine, on a WD Green, and then wonder why it runs 'slow'.
