Am i bottlenecked?

I have an EVGA gtx 780, but an intel i5 3550p, which is the unclockable version at about 3.1. some games like metro last light run at 90-100 usage, while arma runs at 50 or so, is my cpu really holding me back that much?

No there is no bottleneck, it's just because arma 3 is an very CPU dependend game. Just like in skyrim you can't get 90-100 % GPU usage, can you ?
My point is, when a game is cpu-dependend, the GPU will run around 50 % oft usage

That's what a bottleneck is. If you're below 60 fps and your CPU is maxing before your GPU, we call that a CPU bottleneck.
