Intel quick sync

I am currently trying to get Intel quick sync to work on my i7-4770k in my system so I can stream gameplay at good quality with less resource usage.

I have tried uninstalling drivers, installing drivers from several sources (Intel site and my motherboard's site). I have tried changing the memory allocation in the motherboard. I continue to get the same error.

"This device cannot find enough free resources that it can use. (Code 12)
If you want to use this device, you will need to disable one of the other devices on this system."

NOTE: My GTX 670 recently died, however this issue happened even with that GPU opposed to the temporary spare Raedon HD 6670 I'm using while I wait for a new GPU to arrive.

I tried 128MB and 256MB. (128MB being the lowest option if I remember correctly) with the correlating dynamic memory.
