Games using the term "or better"

Hi. When you look at video game system Recommended specs, it will usually say something like "Supported Video Cards at Time of Release: nVidia GeForce GTX460 or better." My question is, what is considered "better"? it it just the title, for example a GTX 650 is newer than a GTX 460. please help me to understand.

Better performance, so a 7750 or better, entails the 7770 and 650/650ti (On the spot example) the "or better" will give you better performance.
