Intel sent the wrong CPU?

I ordered a 4th gen core i-5 4570 CPU from Amazon. The pic below is the box for it.

I also am using the ASUS B85M-G Motherboard, an LGA 1150 board.

Now, the issue is that I believe that my LGA 1150 chip has the arrow and the notches printed incorrectly on the CPU. The computer turns on and everything runs well, however the computer wont POST. I believe its because I was sent a defunct CPU. Here is an image of it. Notice how the notches don't line up where the arrow should be. According to diagrams and pictures of the i-5 4570 online, the arrow was at the bottom left while the notches on the top. Please let me know if this CPU is bad or not.

I'm not terribly familiar with the mechanical differences between the third and fourth generation Core i7 microprocessors. The model of the microprocessor is printed on the top of the metal heat spreader, but I can't see it in your third image because it's covered in thermal paste. What does it say?
