Only 13GB on that D drive?

Is this a laptop?
Is that an actual physical drive, or just another partition on the single drive?

If you can, post a pic of your Disk Management screen.

The D drive is a completely different drive on your computer?
If it is, you may have to change a larger drive instead. But, if the D drive is located on the same physical drive with this C drive. You can try to extend the free space to your C drive in Disk Management, shrink the D drive and right click the C drive to extend it there.
Or you may prefer to directly use some partition resizing tools like GParted, IM-Magic Partition Resizer Free, EaseUS Partition Master and more.,
Never forget to firstly back up all important data on different drives in case of data loss.
I hope these words can help you somehow.

Suggesting a fix before we know what we're working with may do more harm than good. Especially mucking around with resizing partitions.

Let's see what the OP says first.

Does the C drive locate on the same physical drive with D drive?
If so, you can directly add the free space to your C drive with some tools.
Here is a video tutorial to help you do that in details:

I hope you can inform us your result quickly.

Wow, trees! Obvious answer. Find a program, like media player, and go into settings. There you'll find a list of the places where your stuff is saved. Pretty much that will be in c: , change the letter to d: this way large media files like music and photosget saved to d, instead of filling c: . Or, pick a game you know to be quite large, save your saved games, uninstall, then reinstall, and when it asks where to install (c:\ program files\game.... Change that letter to d:\

On the darker side of things, if this is a pc, not a laptop, then I'd really suggest getting another HDD. You have only 13Gb on d: and c: is full? Yeah, $60 can get you a reliable WD or Seagate 1Tb, no more space worries.
