You'll have to get to a working DVD drive, in order to copy the Windows Install disk to USB.
You'll also need a working version of Windows (XP or above) to use DISKPART.

Even though it says Windows 7, the same guide will work for any Windows version above XP!
Finally, your motherboard BIOS must support booting from USB. Pressing <F8> during boot up will give you a "Boot Device Menu" on many motherboards.
