Explain more. Try the GPU in another system. If you don't have another system your best bet is to RMA it as defective. CPUs are almost never the issue.

Be more specific. Could you tell us your system hardware?
Remember that you're using a dedicated GPU, so you have to plug your monitor there, not in the motherboard.
