My planned build currently is

But I need it to get down to 750$ and would like to add a SSD could I do this without much performance loss and what would the build be (pcpartpicker)

Ok got them its the HP w1907 for one and a Multisync LCD1770NX for the 2nd one Thanks!

No, I would probably stay with stock CPU cooler if I were you. You will not overclock I presume, and your CPU will hardly run into its maximal TDP anyhow, so why change the cooler right away?
If your monitors are not full HD (1920*1080pixel) or more (little chance), I would take a less powerfull graphics card and put the money in an SSD. Samsung, micron or crucial ~120GB.. The Samsung 840EVO line is good value for money.

Well I'm not at home at the moment so don't know the exact models but I know neither of them is HD.
Also I want to get the build down to 750$ and add a SSD
