That R9 290X pulls around 250 watts under load.
If you have 2x GPUs that will be 500 watts on it's own. The R9 280X is around 250-350 watts.
That means you need 500-700 watts for 2 R9 280Xs.
650 watts is fine, but getting close for the R9 290Xs.
For the R9 280Xs you will need 850 watts +.
You can use this calculator to get a rough estimate of what wattage you need.

Get a good brand PSU like XFX or Seasonic.
For 2x R9 290Xs you will need a 700-850 watt PSU.
For 1x R9 290Xs You should get a 550 watt PSU.
For the 2x R9 280Xs I would get 850-1000 watts.
For 1x R9 280Xs You should get a 600-650 watt PSU.

Once you enter SLI territory with good cards PSU needs will be 850 Watts to 1000 Watts and they better at least gold or better yet platinum.

If you will definitely SLI 280x, get this gold one: http://pcpartpicker.com/part/evga-power-supply-220g20850xr

If you will definitely SLI 290x,get this platinum one: http://pcpartpicker.com/part/evga-power-supply-220p21000xr
max TDP for i7 4770k is 84 Watts and the max TDP for the 280x is 250 Watts. The total TDP 334 would require 650 Watts power supply without any overclocking.

max TDP for i7 4770k is 84 Watts and the max TDP for the 280x is more than 300 Watts. The total TDP of more than 384 Watts would require 750 Watts power supply without any overclocking.

the PSUs are so cool man damn pc parts in my country are quite expensive...capacity above 650 is getting really more expensive... i don't blame them for being expensive cause they are premium products it hard to be not so well off... thanks for the info

The GTX 650 (TI) does not support Crossfire or SLI. Also, only AMD cards support Crossfire.
With no Crossfire you are fine with 650 watts. If you plan to do Crossfire I would get a 750 + watt PSU.

dafuq man when i convert $159.99 to php peso its only Php 6985 only but this good quality PSU costs Php 10000 or more damn expensive...the Php 6985 cost may be 80+ silver or gold but not modular
