Solution
so i figured out the best way to fix this and theres a couple of things that you should do if you get this problem with the r9 290s. 1 do not rma your card theres no point your going to get the same card with the same problem until amd gets there act together. 2 make sure that your card is getting enuff power. do not use a cord that has a 6 and a 8 pin in the same line thats not enough power. 3 this is the main problem. your vram threshold is 85C but your card can get up to 95C so you black screen. one way to fix this problem is down clock your Vram and yes i know it sucks but it works. i have mine clocked at 1000hz or what ever and normally its like 1250 or so. that's a big difference but it really helps. 4 and last speed your fan up...

I had the same problem. The following fixed it.

Step 1: Go into your motherboard's bios and set VCCSA to 1.1V. Then download/install MSI Afterburner and enable Force Constant Voltage and Unlock voltage Control.

Step 2: Use your card for a while and see if you still are getting black screen lockups. If so, then use MSI to underclock your card's memory by 50MHz steps until it is stable.

Step 1 almost completely solved the problem. I went from lock ups every 30 minutes of gaming to 1 lock up for every ~2 hours of gaming. I then lowered my memory frequency from 1250MHz down to 1200MHz and had only 1 lock up during a week of playing. I consider that good enough!

*I also set my MSI Afterburner Power Limit to -5%....but that probably isn't the reason my card is stable right now.....

Hope that helps!

Here is the deal, I had the same problems playing gta v. The solution is downclocking the videocard's clock.
It didn't only improve power consumption but it also makes the game RUN WAY BETTER. I'm not using all the 4 GB because I don't want to stress the card as it get's too hot and I must run the fans at 80% of the speed in order to get it cooler, but I don't like the loud it makes, so i stay still up to 3GB. Anyways, everything is set up to ULTRA, besides the antialiasing which is at 2x.
The advanced graphics also are not set to maximum settings, i just turned on the "High quality shaders" or some stuff like that and the graphics are VERY REALISTIC and SMOOTHY. Playing online I sometimes notice the laggs but it is due to ping, cause when I play offline it is always smooth.
How to get the card work properly?
Download the TRI X software for overclocking: https://www.sapphireselectclub.com/ssc/TriXX/
Install the software.
Once installed, set the clock up to 900MHz or lower(until 800MHz it's ok).
Set the VDDC offset to 0mV, this will decrease the power consumption drastically and will make your card cooler(from 5 to 10 C° lower).
Now save your settings so the next time you will only have to load the profile you have created previously.
If you want this to be your permanent settings, you can set the software TRI XX Tweak to start with the Operative System and automatically load the profile by setting the data as you want it to be(you can make it run silently, thus in background, so you won't even notice it starting).
GOOD LUCK GUYS!!
